Ratification Vote for CCSF Members: Votes due Wednesday May 12th
May 13, 2010 Update: CCSF Members voted to ratify the contract extention described below.
On Tuesday, May 4, 2010, your UAPD Negotiating Committee reached a Tentative Agreement with the City and County of San Francisco regarding the City’s layoff and reorganization plan that would layoff most of our members and rehire them at a reduced work week. Although the UAPD had a closed contract until 2011, in which concessions had already been made, the Union wrestled long and hard with the idea of re-opening the contract to make further concessions, to avoid the implementation of the reorganization plan, especially when other employee organizations were not readily acknowledging that these steps were necessary to save jobs and services. However, most employee organizations, to date, have individually joined together to make economic sacrifices for the benefit of all.

The Latest News on San Francisco Layoff Plan
On April 6, 2010, the City and County of San Francisco sent out an update regarding the citywide layoffs. The effective date for layoffs has, once again, been postponed, this time until June 11, 2010. When we last met with the City, ERD and DPH indicated that rehire notices would be going out this week. It is unclear if this latest action will also delay the distribution of those rehire notices. The UAPD is waiting for the rehire/permanent layoff notices to be distributed to our members before we schedule another meeting with the City.

UAPD Negotiating Team Responds to San Francisco Layoff Notices
The UAPD Negotiating Team for CCSF responds to the City's decision to issue layoff notices to nearly all city and county workers. At a March 29th meeting, CCSF asked UAPD to accept the same alternative, a furlough plan, that was TA'd by other city unions.

Information Session on San Joaquin Retirement
"Defined Benefit Retirement for Physicians Information Session" will be presented by the San Joaquin County Employees' Retirement Association on Wednesday, March 24, 2010, from 5:30 pm to 7:30 pm, in Conference Room 1 of San Joaquin General Hospital. The speaker is Annette Urbain, Chief Executive Officer of the Association. Dinner will be available. Doctors are asked to RSVP to (209) 468-6600 by March 17, 2010.

San Joaquin County Recommends Huge Cuts to Hospital
San Joaquin County officials have prepared a White Paper on San Joquin General Hospital, which will be presented to the County Board of Supervisors on Tuesday, February 16th, during the closed section of the meeting. Among other cuts, the White Paper proposes that the County:
- Reduce staff by 60 to 100 FTEs.
- Reduce the number of resident physician positions and/or eliminate those teaching programs that are no longer economically sustainable.
- Authorize inquiries by staff to sell or lease SJGH to another organization in such a manner that can reduce the County’s financial liabilities.
- Close low volume specialty clinics.
- Discontinue neuro-trauma receiving center status.
UAPD is organizing its members to speak out against the White Paper and discourage the Supervisors from adopting its suggestions.

Los Angeles BU 324 & 325 Settle Contracts
On September 25, 2009 the UAPD Bargaining Team from BU 324 reached a tentative agreement for a successor contract with the County of Los Angeles. The bargaining teams started negotiations with one main goal in mind – to protect members’ take home paychecks during these challenging economic times. The new agreements reach that goal.

Santa Cruz County Doctors Reach Second TA
The UAPD Negotiating Committee has reached a second Tentative Agreement (TA) with the County of Santa Cruz over a successor collective bargaining agreement. This TA also settles the Unfair Labor Practice Charge filed by the Union against the County and contains details of the settlement reached on one grievance. The Bargaining Team unanimously recommends that the members approve the agreement.

Los Angeles County Doctors Vote for Fair Share Fees
With all the ballots counted, Los Angeles physicians voted in favor of instituting Fair Share Fees in their bargaining unit. Now all physicians, regardless of their membership status, will share—fairly!—the costs of running a union from which all physicians benefit. The decision to institute Fair Share Fees, which received strong majority backing in this vote, will dramatically increase the strength and effectiveness of the Union in Los Angeles.

City and County of San Francisco Doctors Ratify New Contract
City doctors voted overwhelmingly in favor of the new contract. The new contract preserves recent salary gains while protecting vital City services.

UAPD Resolves Payroll Errors Plaguing Los Angeles Doctors
UAPD has written confirmation from Los Angeles County Payroll and Personnel Services that it will correct the paychecks of Los Angeles County/UCLA doctors who had not received the January 3% increase negotiated by UAPD last year. Those affected will see the increase on their 5/15/09 paycheck, including the retroactive pay for the last four months. Dr. Rex Cheng, a UAPD Board member and Harbor UCLA physician, and staff member Jake Baxter worked hard to ensure that the county acknowledged their error, and corrected it quickly. UCLA doctors can contact the payroll office to learn if they are among those who have been underpaid.
Important Victory at Laguna Honda!
The new year dawned a little brighter for four UAPD members slated to be laid off at Laguna Honda Hospital. Those layoffs were rescinded on January 13, 2009. How did UAPD save their jobs? A combination of sleuthing, persistence and good old fashioned hard work.
